Town councillors are opposing outline proposals for a new housing estate at Owen Road in Diss.
Applicant Bounty Holding Ltd is seeking consent to build a total of 34 properties, comprising four studio flats and 30 houses.
The east side of the site is bordered by the mainline London-Norwich railway track, which would be screened by a new tree belt, and adjoins an existing employment area. There are nearby housing developments to the west and north.
The properties will feature detached and terraced homes, with affordable housing phased across the site. The possibility of roof terraces for the flats is being considered.
The town council's planning committee is concerned about the access, and considers the application to be premature and have insufficient information to make any decision. The committee has also questioned whether the site is outside the development area deemed suitable for housing.
The application will be determined by South Norfolk Council.
